As of Feb., affected by the production expansion of high energy consumption enterprises and increasing of heating area of heating enterprises, the overall energy consumption of the industrial enterprises above designated size in Fengtai District was up by 3.61% YoY. 154,400 tons of standard coal will be consumed for the overall energy in the period. 149,000 tons of standard coal was consumed in the same period of last year. Meanwhile, the total output of the industrial enterprises above the designated size was slightly declined due to reducing of business volume of partial key enterprises and orders. In Jan. ~ Feb., the total industrial output value of RMB 4.266 bn was achieved by the industrial enterprises above the designated size in Fengtai District, down by 1.81% YoY.
I. Energy Consumption Features of Industry Above the Designated Size
(I) Great Effects from High Energy Consumption Enterprises
In Jan. ~ Dec., the overall energy-consumption of the 198 industrial enterprises above designated size in Fengtai District was 154,400 tons of standard coal. Compared with the same period last year, 5,400 tons of standard coal was increased. Where, the overall energy consumption of high energy consuming industry was higher. The total energy consumption of the period was 125,200 tons of standard coal that accounted for 81.09% of the total overall energy consumption. Compared with the 118,700 tons of standard coal of the same period last year, 6,500 tons of standard coal was increased. It accounted for 120.37% of the newly increased energy consumption in the new area. High energy consumption enterprises have great effects on the overall energy consumption in the district.
(II) Significant Seasonal Factors
Heating energies as raw coal, natural gas and heat were used for consumption of enterprise for the reason that Feb. was still in the heating period. As of Feb., the total energy consumption of electricity, heat production and supply industry was 120400 tons of standard coals that accounted for 77.98% of total energy consumption. Seasonal factors of energy consumption were very significant.
(III) Difficulty in Structure Adjustment
For the industries above designated size in the district, the output value of the eight industries whose overall energy consumption exceeded 2,000 tons of standard coal account for 67.80% of the total output value of all the industrial enterprises above the designated size. Where, the overall energy consumption accounted for 93.07% of the energy consumption of industry above the designated size. And, 120,400 tons of standard coal, which accounted for 77.98% of the overall energy consumption in the district, was consumed in the period for electricity, heat production and supply industry. The output value only accounted for 30.38% of the total industry output value in the district. High energy consuming industry has great effect on energy consumption in the district and it is difficult to perform industry structure adjustment.
II. Suggestion on Energy-saving and Consumption Reducing
First, accelerate the adjustment of industrial structure. In Jan. ~ Feb., 125,200 tons of standard coal, which accounted for 81.09% of the total energy consumption, was consumed by high energy consuming industry in the district. Therefore, it is the urgent matter of accelerating the adjustment of industrial structure, adhering to the new path of new industrialization, giving priority to the development of high and new technology and equipment manufacturing industry, transforming and upgrading the traditional industries by high technology and advanced applicable technology, promoting optimization and upgrading of industrial structure, building low energy consumption industrial structure, promoting industrial energy saving and consumption reducing and insisting on the new industrialization path with low energy consumption, less environmental pollution and good economic benefits.
Second, enhance the management on energy-saving and consumption reducing of key industries and energy consuming enterprises. It is the key to reduce industrial energy consumption level and RMB 10,000 GDP energy consumption level. Energy-saving and consumption reducing of industrial enterprises in the district will be greatly promoted by fully understanding the situation of energy consumption, guiding the high energy consumption users to take energy-saving measures and exploit the potentialities of energy-saving of enterprises.
Third, actively cultivate energy-saving demonstration enterprise.
A number of energy-saving and emission reduction technology application demonstration enterprises, who has high efficiency of energy use, energy consumption and advanced emission index in the city and the district and the technology empirical model of those can be promoted, shall be cultivated. Energy-saving and consumption reducing working for the industrial enterprises above designated size in the district can be promoted by point-to-area pattern.
